Dr. Hans Seesaghur brings 15 years of international experience spanning economic diplomacy, trade facilitation, and investment promotion across Africa, Asia, and Europe. His deep expertise in bilateral and multilateral trade relations, particularly between African countries, with a focus on Mauritius and China, positions him as a strategic asset to drive sustainable trade and finance development across the African continent.

Hans has served in critical roles within government, including as China Chief Representative for Mauritius; Economic Development Board (EDB) Representative Office in Shanghai and Economic and Commercial Counsellor at the Embassy of Mauritius to Beijing. In these roles, he led the design and execution of market-entry strategies for Mauritian products, secured both greenfield and brownfield investments, and spearheaded high-level trade negotiations culminating in a record surge of Mauritian domestic exports to China in 2021. Earlier in his career, Hans served as Political Assistant at the Office of the Director General of the United Nations Office at Geneva (UNOG), where he supported high-level diplomatic engagement with member states, coordinated interagency processes, and contributed to strategic briefings on global governance and development cooperation. He also served as Political Assistant at the Embassy of China in Mauritius, where he played a key role in supporting bilateral diplomatic initiatives, facilitating high-level visits, and fostering cooperation in areas such as infrastructure, health, and education. Additionally, at the European Union Chamber of Commerce in China (Shanghai Chapter), Hans worked as a Membership Relations Assistant, where he liaised with multinational companies operating in China, supported policy advocacy efforts, and contributed to events aimed at strengthening EU–China commercial ties. These experiences provided him with a strong foundation in multilateral diplomacy, bilateral relations, and business engagement—insight that continues to shape his strategic approach to international trade and investment.

Hans is an alumnus of Wuhan University, where he earned a Bachelor’s degree in International Economics and Trade, a Master’s in International Relations, and a Ph.D. in Public Administration. Known for his strategic thinking, cross-cultural fluency, and results-oriented leadership, he is a frequent contributor to policy discussions on South–South cooperation, renminbi internationalisation, and Africa’s evolving trade landscape.

Hans is particularly inspired by vision and looks forward to supporting its efforts to connect African businesses with global capital and expertise. With a strong command of both policy and practice, he brings invaluable insight into trade governance, economic diversification, and the development of Africa’s next generation of commercial partnerships.

Drawing from his deep understanding of both policy and practice, he brings an invaluable perspective on trade governance, investment climate reform, and the design of next-generation commercial partnerships that can drive inclusive and sustainable growth across the African continent.

Outside of his professional engagements, he dedicates time to mentoring young professionals across the African continent and promoting youth development through sport in underserved local communities in Mauritius. He also continues to contribute to academic and cultural diplomacy between Mauritius and East Asia.
